Dogs in Guernsey

The Control of Dogs Ordinance (1992)

The Law
Dog owners have a legal responsibility, under Section 2 of the Control of Dogs Ordinance, 1992, to remove any faeces deposited by their dog in a public place or to deposit the faeces in a receptacle provided for the specific purpose. This law was introduced in response to public concern about health risks, and anti-social behaviour associated with dog fouling. The Control of Dogs Ordinance (1992) affects all public places island wide and at all times. Failure to comply with the provisions of the law may lead to prosecution and a fine.

"Any person in charge of a dog in a public place shall remove immediately any faeces deposited there by the dog"

Dogs are banned from the following beaches between 01 May and 30 September inclusive:
Fermain
Petit Bôt
L'Erée
The northern end of Vazon
Cobo
Port Soif
L'Ancresse/Pembroke

Dogs are also banned at all times from:
Children's play areas
La Vallette Bathing Pools
Specified public sports and playing fields unless the dog is on a lead and under close supervision (Delancey Park, Beau Sejour Park, Cambridge Park, Victoria Avenue, Saumarez Park, L'Ancresse Common, Rovers Playing Field at Port Soif)

Certain areas of St Peter Port and St Sampson's unless the dog is on a lead and under close supervision

The ban extends to Herm, Shell Beach, Belvoir Bay, Fisherman's Beach and the stretch of beach in front of the White House Hotel to the Harbour jetty are also prohibited areas.

What you can do
If you are a dog owner, pick up after your dog! Please tie the top of the bag. Take the mess home, or put it in a bin which has been provided specifically for the purpose. If there is no dog litter bin available, you can place the tied bag in a public litter bin.
Some owners have taken the trouble to wrap the dog mess in a plastic bag, but left it at the side of the path. This is still a littering offence.
If you see someone else leaving the mess from their dog on public land, you can ask them to pick it up. If they refuse, you are encouraged to contact the Environment Department (Tel: 717200) or the Police (Tel: 725111) with any details that may help lead to a successful prosecution (e.g. vehicle registration of dog owner, description of dog and owner, etc). All calls will be dealt with in the strictest confidence.

Registered Assistance Dogs
Owners of guide dogs are exempt from the Ordinance. Please note special arrangements can also be made for dogs registered under the UK registered assistance dogs scheme, particularly for dogs for the hard of hearing. Under this arrangement, owners of registered assistance dogs can apply to the Department for a licence excluding them from most of the provisions of the Ordinance. However, such owners are still legally required to pick up faeces left by their dogs in public places. Please contact the Environment Department for further details.

Prosecutions
It is only a small minority of irresponsible dog owners who give others a bad name. However, if Officers of the Environment Department note any infringements of the above Ordinance during their patrols of these areas, they will seek prosecutions for any offences.

Wildlife
Although it is not a legal requirement we ask dog owners to keep their dogs under control and not to disturb wildlife, especially wading birds.
